The Demand-To-Career Pathway Canvas is built on the approach Opus Group uses to help public sector leaders, workforce boards, funders and training providers design pathways that lead to good-quality jobs. Public training is often funded by enrollment and shaped by what institutions can deliver, which leaves participants to work out for themselves how to turn training into a job.
This canvas reverses that sequence. It starts from confirmed employer demand and works back through six stages, so employers commit to hire, programs are ready to deliver, and participants move straight into the role and progress in it. It is designed for public sector leaders, workforce boards, funders and training providers to work through with their industry partners.
- Structure Conversations With Employers. Guiding questions at each stage keep partner conversations focused on hiring decisions, not general discussion.
- Spot Where Your Pathway Breaks Down. Working through the six stages sequentially shows where demand, training or placement is currently breaking down.
- Test Progress Against Clear Outcomes. Each stage has a defined outcome, so teams can tell whether they’re ready to move on.
- Make the Employer’s Role Explicit. A dedicated band sets out what employers own at every stage, from sharing demand to hiring directly.
- Put Everyone on One Page. Funders, providers and employers work from one shared picture of the pathway and who is responsible for what.
- Keep the Pathway Current. A built-in feedback loop prompts partners to update demand, competencies and program alignment with each cohort.
The canvas draws on sector strategies, one of the best-evidenced approaches in workforce development. It is especially useful when you are launching a new pathway, reviewing one that isn’t delivering jobs, or bringing employers in as more than advisors.
- Use it to run a working session with industry partners. Work through each stage's questions together and agree on the outcome before moving to the next stage.
- Use it to find gaps in your current pathway. Measure existing programs against the six stages to see where demand, training or placement breaks down.
- Use it to clarify roles across partners. Use the employer band to set out who owns hiring, competencies, curriculum review and retention.
- Use it to keep the pathway current. Revisit the canvas cohort after cohort as partners update demand, competencies and program alignment.
The canvas is written for public sector leaders, workforce boards, program funders and training providers who are designing or strengthening employer-led pathways in their region.
