• Capacity is limited
Every government has ambitious transformation goals.
Many struggle to move from strategy into implementation that works in real conditions.
The Policy Accelerator is designed to change that.
Over 12 to 24 months, your team works with Opus Group to design, test, and validate delivery models grounded in evidence and ready for scale. The work moves through structured discovery, short testing cycles, stakeholder co-design, and clear performance measures.
This is not traditional consulting.
We work beside your team to co-design solutions, lead real-world testing, and take on the heavy lift needed to turn evidence into an implementation-ready model.
If you are ready to move from planning into delivery, the Accelerator provides a structured, evidence-informed pathway to get there.
Test and refine your approach in real conditions so you can scale with confidence.
Engage end-users and system partners throughout the process to support
smoother adoption.
Work in short cycles with clear milestones and decision points so you know what is working before full rollout.
The Opus Group team leads the work from framing through tested delivery and equips
your team with practical tools.
Run structured testing cycles that show
what should move forward and what
needs refinement.
Receive delivery frameworks and decision supports your team can use beyond the initial priority.
We are engaging a small number of partner departments for 2026. These are typically departments and intergovernmental teams leading transformation efforts such as:
Modernizing income and employment assistance programs
Strengthening housing and homelessness systems
Reforming child and family services
Expanding healthcare and human services workforce capacity
Strengthening mental health, addiction, and disability services
The Accelerator is designed for departments that:
Have a defined area ready for redesign or testing
Have executive sponsorship and operational capacity to move at pace
Value co-design with stakeholders and end users
Are ready to learn through action and adjust based on evidence
Want to shape how governments move from policy to delivery at scale
If you are unsure about readiness or timing, the application includes a short self-assessment.

Share your focus area, current context, and readiness. This helps us understand your priorities and the delivery challenges you want to address.
After submitting, you will be prompted to schedule a 30 minute call with the Opus Group team.
You will receive a short overview video and a summary of the Accelerator approach so you can come to the call with the same reference points we use to guide the conversation.
We work with you to clarify goals, discuss your delivery environment, and identify how the Accelerator could support your work.
You are confirmed once we’ve established shared alignment and a clear path forward. When that’s in place, we move directly into preparing your customized proposal.
You receive a customized proposal and engagement letter that outline the scope, delivery supports, and next steps for the work.
Once the engagement letter is signed, we begin onboarding. Together we begin to map internal and external stakeholders and start the discovery. Accelerator engagements begin after May 2026 and run through 2027 with structured delivery support.
Engagements are considered for:
Strategic Alignment
A clear focus on system-level transformation in social, workforce, housing, or related policy areas.
Readiness
Executive sponsorship, internal capacity, and openness to testing and learning.
Impact Potential
A strong likelihood of generating measurable outcomes and scalable delivery models.
Commitment
Willingness to work in short cycles over 12 to 24 months and engage in structured delivery support.
Participation is limited to a small number of partner departments to ensure depth of engagement and tailored delivery support.

We are selecting a small number of partner departments for 2026.
Submitting an expression of interest does not commit your department. It opens a structured conversation about priorities, timelines and success measures.
Applications close March 31, 2026, and engagements begin after May 1, 2026.
Every Accelerator engagement includes success-based pricing tied to milestone completion and measurable progress.
